you can tweek the pixelmatrix value
i did it for you:
the numbers next to the buttons stand for
Luminance value (pixelmatrix value)
(for Luminance 30 you need to put in 0.12)

I think you should be able to create a custom panel with custombrushes that will do this. so say: if you select the blue toolbrush it will jump to the "blue" layer. (either "blue" as a name (layer ID) or perhaps a layergroup) But i don't think it can be done without some scriptin...

You can always adjust the fill tool's expand to your taste. Trick: it still works with the line layer above set to 0% opacity ...
