Ahhhhhhh Solved !! :) After searching more I found that I could use the Key Framer to move everything. but in under the options had to select / Currant Layer/ All Instances/ Frames. Then it processed and moved. While this works. is there a more direct method ? simply select a layer and move at once ...

Transform Layer

Hi Everyone,:) Ive been trying to find a way to Transform all animation on a layer. I want to move not just one drawing, but re-frame all drawings on a layer together to recompose where my action is taking place. My characters head is clipped a little and just want to move all the action down a bit....

Experimental is such a great way to discover new ways to tell stories, you have a really fun concept with your story and the choice of colors is engaging and fresh. :) great stuff !!
