Won't launch

Hello, I'm unable to start up tvpaint - the cursor changes briefly into the hourglass for a moment and then... nothing happens. I've tried launching the program with admin rights - didn't help. Any other solutions? I'm using Windows 8.1 and a Pentium CPU.
