Particle effect BUG with the source list

I have a project that I want as a source for the particle. I assumed that when I create an emitter and then create a new particle I could choose a project as the source. But when I go to particles>shape>source and select the projects list it's definitely not the list of projects I getting. It looks like a layer list of something I don't have open. What am I doing wrong?

It seems the project list menu is actually showing the clip list...

Here I get:
a project name if there's another project open
a list of clips if I have more than one clip in the current project.
TVP 10.0.18 and 11.0 MacPro Quadcore 3GHz 16GB OS 10.6.8 Quicktime 7.6.6
TVP 11.0 and 11.7 MacPro 12core 3GHz 32GB OS 10.11 Quicktime 10.7.3
TVP 11.7 Mac Mini M2pro 32GB OS 13.5

You can see in my screen shot I have plenty of projects open. Does you're look the same as mine in my screen shot? I get the proper project list if I'm looking for a source for the alpha collision, but not for the particle source.

I'm running the latest version of TVPaint on the latest OSX.
