Is it possible to resize and reposition hand drawings from paper on to TVPaint?

Yes, there are several tools that can be used for resizing or repositioning scanned drawings: Transform Tool, Perspective Tool , Panning Tool , KeyFramer Tool in the FX stack.
Do you have TVPaint (which version ?) , have you read the user manual ? Or are you asking because you are still trying to decide whether to purchase TVPaint to fit into a workflow
that includes animating on paper, then scanning the drawings and importing the drawings to TVPaint ?
