You need a paper texture, set to about 50% hardness, and any brush with a fuzzy border and opacity less than 100%.

Well, seems like you have to do it like anybody else: go and buy some paper in an art supply store, set up lighting and photograph it, make it into an endless texture in TVP and save as DIP.
