HELP!!! file Crash "tvpaint.loc file not found (123)"

Two days ago, when I was working, my computer shut down because of a power failure. then when I open the file again, I get the message "tvpaint.loc file not found (123)". I tried reinstall or Update the latest version but the file still doesn't work. Please help me fix it. I forgot to turn on auto backup . You can check this file in this link:
