Set icon in one click?

I am experiencing mental stress. I do this iteration at least 4 times. Question to the development team:
Is it possible to make a menu button that set a new icon only once inside a shelf? Once. Or is it never possible?

There are these buttons, can't remember on which panel they are (I've moved them to another panel) - I think on the Brushes presets panel.
The only problem is they will not put new icons into the separate shelves...

but generally I agree, it is very cumbersome to edit the panels - we have made a request to improve this already many years ago, but TVP devs seem to be very quiet since around 2017, not sure what is happening there

Hey. Thanks for the feedback. And I can not find the buttons. Could you make a palette in .zip and give the opportunity to download?

I am sure these tools were on some default panel, strange you didn't find them..
Anyway - here you go. It includes a few more tools I created - you can get rid of them.
