good thing its solved.
I thought the cause might be found in your default brush and its setting.
are you still using the same custom brush?
just for testing i made a ridiculously large custombrush: 800x800 and 255 frames, set to Best smoothing
and behold... the blue circle appeared...
but, alas ... not in the same way as it did in your case, when i tried this tvpaint became so extremely slow it froze and when clicking elsewhere in the interface i saw the circle.

And thank you again, Sven, I made that adjustment (and many others) yesterday and I believe they worked for programs like Photoshop, but TVPaint refuses to let go of that circle!

Four years later, it strikes again! unfortunately my solution last time apparently was an accident, so I am open to any ideas about why every single brush stroke I make is followed by a little blue circle. I am on a Dell XPS 8500, Intel Core i7-3770, 16GB RAM, 64-bit operating system, x64-based processor, Windows 10 Pro.

This ONLY happens in the drawing area of TVPAint, not in any other program and not even in other areas of TVP's interface.
Any advice would be much appreciated! I have done everything already listed in this post.

Did you tried disabling Windows Ink
You can find it on Callibrate/Windows Ink checkbox at the tablet preferences panel.

if that doesn't work, you might try disabling the Subpixel setting inside TVP Preferences

Sorry for the late reply...I got myself blocked from the forum when I updated some info.
I feel both ridiculous and also elated, and here's why! A few years ago, this problem popped up, and when it appeared again I was truly frustrated as no real settings had changed in that time. But now I know what was happening!!
I had printed some frames last time TVPaint was open, and so the print window was open when I started a new project. Every time I drew a line, the image in the print window updated...hence the "processing" circle. As soon as I turned off the Print window, the blue circles stopped as well.

I ran into the same issues with the spinning blue circle, everytime i was lifting my pen from my cintiq, after I made a line or erased.
I think i found a specific situation where this happens.
when I have a:
- anim layer and a color and texture layer underneath.
if I turn the icon "apply changes" on. on the color texture layer.
and draw something on the anim layer. the problem appears
and if i turn it off. problem seems to be solved
Hope this info can help others that runs into this kind of visual madness:)
- Also another idea: make a costum mouse cursor icon for when the mouse is busy.
an Icon that is nearly invisible like a dot. can also kind of fix the issue
I dont know if it can be fixed in TVpaint or not....hopefully:)
