I am also on Mac OS Sierra , Macbook Pro 15-inch , late 2013, running TVPaint 11.5 . I watched the video you posted and I tried to reproduce the same issue you show in the video , but the Filled Rectangle , Filled Stroke tools are working normally for me. I can not reproduce the same issue you are showing in the video.

On monday I'll make optional the automatic eraser mode when you flip the pen (and disabled by default). Hopefully it will solve your issue.

The thing is that you can have various hardware (tablets) and various parameters to use then pen, depending on your hardware. So I assume that handling the pen flip causes more side effects than benefits. Sorry about that.
However, it's still weird that it happens only with the filled strokes.

1.I turned on two versions of the program at the same time 11.08 and 11.5.
2. I have disabled the eraser on the other side of the stylus.
3. In version 11.08 everything works as it should.
In version 11.5, the eraser mode is enabled.
And it cannot be returned back to color or other mode.
4.Restart program. all work good////2 min --- problem
