I had to reinstall my Windows 8.1 system and TVPaint with it. I saved the 'default' folder located in 'AppData>Roaming>tvp animation 11 pro' and copied it into my new system. Now I have a couple issues. One is that TVPaint opens on my secondary monitor instead of my primary monitor. I don't see any settings in the preferences to change this.

Oh... well, I put TVPaint into fullscreen mode, then took it out of fullscreen, and now it appears to open on my primary monitor properly each time I open TVPaint.
