Critical Bug! Elgato 4K60 Pro MK2 Capture Card can't capture TVPaint 11.5.0 and 11.5.1 Window Screen

Critical Bug! Elgato 4K60 Pro MK2 can't seem to capture the Windows screen for TVPaint 11.5.0 and 11.5.1. I want to live stream on Twitch and Youtube of my drawing process and make some money. Did I do something wrong that it won't capture the window? I can capture games but I can't seem to capture TVPaint and not even Clip Studio Paint. I just got the Elgato 4K60 Pro MK2 today.

Isn't it possible for the card to capture the whole screen at once? Wouldn't this be a satisfying fix? I know that OBS can capture TVP and CSP without an issue, is it used in your streaming setup?
I'm not used to capture cards for streaming.

According Elgato in OBS, you have to "Add - > "Game Capture" to use the Capture Card. And Capture Card isn't capturing TVPaint when you have to "Game Capture" to use it. I tried "Game Capture" on PaintStorm Studio and it's able to capture it. Using the capture card reducing CPU and GPU greatly, pushing allowing higher video quality setting of your livestream.
