if you want to move a folder along the timeline you also need to unfold it first

I'm not sure that is what he's looking for, in case I misunderstand. I'd like to gather some more support for this.
In my opinion the folders will only become a truly powerful improvement if they can be easily dragged around (i.e. have a 'physical' UI layer) which also has pre/post behaviour.
So i like your contributions and suggestions regarding this topic.
