TVP12 Copy/Cut to Layer Bug when No Camera Layer present [TVPA-3654]

TVP12 adds new layer to BOTTOM of layer stack instead of Above the current layer under the following conditions:

1) No Camera Layer in the project
2) Selection is made from the topmost layer.

Was gonna say, change it in the "new layer presets" panel...
but it turns out this is already set to "new layer - above"!?

So yes, another bug
