Yes, it's strange, there is not other film... Even not a 2D long featured ! There is so many animated films which deserve to win some award...
"Bolt"... Are they kidding ? Kung fu panda and Wall-e... okay, why not, both of them are technically impressive (and I really like them )... But "Bolt ?"

Still, though, some awards carry positive encouragement in them, whilst others discourage.
(Oscars, in that case, are in the abominably distasteful level. practically abusive.)

Oscars are an "in house" affair. It is the industry patting itself on the back. Independents have little chance getting a fair trial, with the exception of foreign films perhaps. The Oscars were always a producer's awards, unlike most festivals which are creative awards (or try, or pretend to be). There have been many unpleasant instances of producers taking the statuettes home -- Gene Deitch comes to my mind first for his Little Monroe, probably because he is such a self-promoter and has never gotten over the bitterness, even after 45 years or something like that.

up for the 2012 nominees (in the "Animated Feature Film" category) :
I already knew they use live action shooting to "support" the animation work,
also their pipeline was mainly based on ToonBoom + Final Cut,
but I didn't know their native drawings (used for the handdrawn version of the Animatic
was done in TVPaint !

source.Technique details
The entire movie is filmed with live action actors.
The sets include dummy objects and tracker marks for camera tracking.
The live action shots are edited in Final Cut Pro and becomes the live action version of the animatic.
Approximately 2 frames of every second of live action is traced in TV-Paint and becomes the drawn version of the animatic.
The traced frames are printed on paper, pegged and sent through a classical 2D hand drawn production pipeline
with rough animation, key animation, clean up, ink & paint and compositing.
The live action shots are used to create backgrounds in either 2D, 2½D or 3D where 2½D refers to 2D elements positioned in a 3D universe.
All 2D animation and coloring is done in ToonBoom Harmony
