I am wondering if there is some spread/choke option for pixels in tvp such as "maximize" or "minimize" filter in photoshop
?

It depends.
If you want to apply a spread\choke effects on lines (like contours, drawing, sketch etc.) than you can achieve this by using a combination of Blur+ alpha control.
If you want to apply on a whole image, then there is not out-of-the-box effects to give you minimum/maximum, but i'm sure a similar effects can be achieved with a combination of FX.

Like Elodie wrote, if you provide an example with the desirable effect we can guide you how to do it in TVP.

because I am changing the size of different drawn elements within a frame, I am trying to apply some overall consistency of line width.
I might for example take some element of a previous shot and paste it in and reduce its size by 80%. I am trying to find a way to fix up the subsequent reduction in line width...does that make sense?
below is a drawing to which I have applied the "minimize" filter in photoshop, which spreads the pixels by a given amount..

As long as it's only in one drawing I wouldn't bother much with that. Either I draw it new, which also gives the chance to reduce/include detail according to size, or I just keep that "collage" look - there's a lot of grapphical illustration out there which does exactly that.

well, I'm not a PS user, but looking at your image sample, it looks like the TVPA "spread/choke" equivalent filter
is Blur/Median Blur/ LightMark/DarkMark filter.

if your line-drawing is on a transparency layer, applying the LightMark filter will make the lines thicker,
and in the opposite side, the DarkMark filter will "eat" the lines, making them thinner.

(if the lines are drawn on a white BG, you will have to process a "flat" ScanCleaner_fx first).

apart that, the Stylise/ Add Border_fx works pretty well too, specially since the decimals are available in the value setting ...

By the way, if want a more organic way to apply the line thickening, you can use the FX Brush script. It allows you to choose an effect from the FX list (like LighMark) and to apply it locallyl, with a brush, rther than applying it uniformly on the whole image.
