CMYK.

Convert that image to RGB and import again.

Since this is one of the situations where an average user is just stupefied: is there a possiblity to give warnings during import? Could TVP read the channel definition of an image file first, then proceed when it finds RGB, but displays an error if not: "Sorry, this is no RGB image, TVP can't handle it" or something like that.

TVPaint load CMYK Jpegs but in this case it's not CMYK it's a strange pixel format ( JCS_YCCK ) it's like YUV but with a stupid forth black component ( if you want to know why this format exists ask adobe ).
In the PSD file the format use an other strange way, it's RGB+K :?:

I didn't check the PSD because it was 115 MB - a bit too much for casual testing.

RGB + K sounds like a file with an additional spot colour, either by mistake, or on purpose for printing. Once again, printing files are not suitable for TVP. Check everything for not exceeding 24bit colour before importing.
