The way I do this:
I ALWAYS save all custom panels. Right click in empty space of panel and select This Panel>Export. You can save your panels in any pre-existing folder, or any folder you make for the purpose and any HD on your computer. To send it to a friend or another computer, select two items from this folder; the folder: the folder with your CP's name , and the corresponding *.bin. There are other ways to do this, such as saving your panel as a TVPX file, but I'll leave that one for someone else to answer.

As Paul said, right click on an empty space in the panel, select 'this panel' > export as TVPX. enter the right info into the boxes (most are not mandatory but it's still a good idea to do so), and you're good to go. You can then take the created TVPX file and import it into another system.

I prefer the old way because it makes it easier to resave when I change something and it makes it easier to reload when I loose something. But the tvpx is better to e-mail.
