Nooby Animator here. Is there a way for you can pan the camera at 30 FPS but play the animation at a lesser framerate like 10 FPS? Is there a way to tweak the FPS for various scenes too? Like Some scenes you want to play at 60 FPS and some other at 30 FPS or slower? Is there a way you can auto-increment your frames so you can test out the panning of the camera when you draw?

A complete film needs to run at just one, determined speed of your choosing, say 30 fps if it's for TV (besides, you have to select the highest number of all your choices). Then if you want a section to run at 10 fps you have to repeat each image three times etc... you do the math for all the other choices.

Is there a way to insert the repeating image quicker? Or do you have to, lets say draw 300 images and you want all the 10 frames at 30 FPS. Do you have to 'manually' extend each and every frame by 3? Is there a script to help speed up the process?

The best "script" is the Export Panel. But start with the Startup Panel by setting your project's frame rate to 10 frames. Then draw, animate, playback until it looks just right. To complete your project you need to export it in a format everybody else can watch, such as QT. Here you change your frame rate to 30. Note that not only will you then see each image tripled in your QT but your camera moves will be just as smooth as you had seen them at 10 fps in your project window. This is because the Export Panel automatically computes and converts all the original parameters.
A note about camera: Before you start using it, click on the bottom button "Parameters", which will open a box where you want to make sure that all the parameters reflect your project settings. There will come the time when you might want to change these parameters as you get involved with more complex moves and project settings. I just want you to make sure where to look when you need to make these changes.
