Hello,
I have an older version of TVPaint 9.5.3
I spent a good 30 minutes finding out how to import and image, and then learned to just drag them into the program. All is good now... but...
Once I drag them in, I'd like to resize them and move them around... but there's no transform or move tool.
Any help would be very much appreciated.

You should update to the latest version (9.5.21); it's free.

No. There were 18 versions between 9.5.3 and 9.5.21. Do the math.
As for resizing, it's all in there, have a look into the manual. Search for "Transform Tool".

I didn't realize it was 21, thought it was 2.1. I figured out the other issue.

Import the image as a custom brush. That is the easiest way to resize it, move it or do anything else with it. You can even use it with the Keyframer and you needn't care about the size of your project in relation to the image.
