You can either change the fps during export, or permanently in the project, or change the timing by manipulating your timeline.

1. Set the desired fps not oly in the export panel, but also in the codec panel.
2. For a permanent change use "Modify project" from the menu, it creates a copy of your project.
3. You can add or delete frames in your timeline, or stretch it. See manual.

Are you saying that the movement looks correct when you play it as a preview within TVPaint , but then the movement is too fast when you export it to an AVI ?

Or do you mean that the movement looks too fast in preview mode in TVPaint and you are trying to make it slower by changing the FPS when you export it to AVI ?
Changing the FPS when you export won't fix it.

If you are working at standard frame rate of 24 FPS within your TVPaint project and then you export to AVI also at 24 FPS then the movement should look the same. To make the movement slower requires adding more drawings. (or changing the exposure of existing drawings from 1's to 2's ) .

I don't understand what you are referring to when you mention "point 1" and "point 3" . What does that mean ?

Yes, adding more frames (drawings) will make an action slower. That is a basic principle of animation. From what you are saying about needing to add more frames this doesn't seem to be a problem with TVPaint or exporting to .AVI , it has to do with not drawing enough frames to make the action work correctly.
