Preferences in 10.0.14 greyed out

I'm having trouble changing the settings on the desktop because the preferences button is greyed out - what is wrong and can someone help me get it working? It was greyed out in my last iteration, which was 10.0.9., also.

Which preference button ?

In TVPaint preferences can be accessed via the top menu.

The top menu is the only menu with a preferences button on my desktop, and that is the where the button is greyed out.

It is in "Edit > Preferences...", default shortcut Shift-D.
