Trick for faster filling?

Hi,

I'm working in a short film production, entirely animated in TV Paint.
Everything is working fine, but I'm looking for a trick (or plugin, anything) to make the following task faster:

So, there is the background, the animation, and the shadow layer upon it all.
But until now, we need to make a "white" layer under the animation to hide the background behind it.
This is being made manually, spends a lot of the production time (and it's boring).
... actually, the floodfill is being used to minimize the manual part, but it doesn't make much time difference, 'cause the lines have AAlising.

Can someone suggest an automatic way to make this task?
(IMPORTANT: the stroke lines of the drawings are not always closed, what may complicate a little bit)

+1,
a first pass with FigureFill, then, in a second pass, you will have to refine
by filling/erasing manualy some erroned zones.

FigureFill is not working for me :|
