Create a CLEAR STENCIL button which includes the command: SHAPE SELECT:Clear
OR create a shortcut key and assign SHAPE SELECT:Clear
Either option should permanently remove the lurking stencil, no matter what layer it's on whether visible, hidden or locked.

edit: what confuses me in the end is that the Stencil button can still be toggled on (yellow highlight) and off even though there is no active stencil or mask. Somehow that doesn't make sense... the Stencil button should REMAIN OFF even though clicked, when there is no stencil or mask on any layer.

Ok, Sven's idea works fine - I have now a shortcut, that both clears all stencils from layers and the selection too. Still it's a workaround...
