If i need and extra tvp computer station that will only be used to paint a multitude of small files...what would be the most
economical solution... ? could a pc lap top be used with an external monitor?

Not sure what you call "small files".
If you talk about video resolution, any computer you can buy new today should be able to handle up to HDTV with some 15 to 20 layers. Just be sure to have at least 4Gb of RAM.
If you talk about files with a single image but with huge resolutions, you need something more powerful, say at least an i5, but plenty of laptops have i5 or i7 nowadays. You also need lots of RAM in this case.
