Oh dear.. another silly question from me..
I'd have some sound editing problems. Just some simple "cut" and "move" tools are so lost here. I'd much appreciate ít if someone was able to tell me where they are!

This is a vague question. Are you asking for instructions to move and cut sounds in TVP?

Yes.. Dunno where the tools are for that. I usually do that on Premiere but I changed my computer and it won't open so it causes trouble. Maybe TV Paint doesn't have such tools?

TVP only has the most basic tools to sync up sound and do a rudimentary mix. You should prepare your sound in a separate application, like Audacity (free). Or do the mixing in Premiere.

But... if all you need is to upload a sound track and move it around and "cut" (not an accurate word in this case but it serves the same purpose) and if you need to create several tracks and make cross fades, it can be done. Audacity is an excellent sound application and you might like using both.
Would you like an explanation of how to create a basic track in TVP first to see if it's all you need?

Just in case you have a need to tweak the track position in TVP, look at section 8, pages 2 to 5 in the manual (or ask here).
