Do you know if it's possible to slow down a clip on TVPaint? For example by 20% or something.
Also, is it possible to control the opacity and the color balance of a clip all at once on TVPaint or should that be done on AF?

1. Grab the right-most handle of a clip and drag. A window pops up, selct "Stretch" and "Interpolate".

If you just want to preview what the clip plays like at a slower frame rate without interpolating the frames as Slowtiger suggests you can change the frame rate by clicking on the frames-per-second button on the play bar:
