Crop tool : strange behavior

Sorry. I forgot to tell one more question about Crop tool.
I need to crop canvas precisely, and use crop tool, but crop tool red rectangle does not match coordinate numbers in crop tool window.
See this video. It's 10x10 project file.

I tried to make 10x10 rectangle, but I need to make 9x9 rectangle to get width 10 height 10 in crop tool window.
It seems those numbers match not big rectangle but 8 small rectangles. Is it normal?

You are right, the crop tool has a strange behavior, especially on small projects like yours.

I tried on a 200 x 200 project and I notice the HUD does not exactly correspond to what your cut :

Thank you. It will be much easier to crop project if big rectangle matches coordinate numbers.
