I would find arrow keys to nudge layer movement very useful indeed.
I recently had to accurately place a layer in a very large doc and it drove me mad. (The numeric entry helps a little but is not very immediate - artist friendly )
I would also still love a paste in place feature. I often want to just cut something from one layer and place it in exactly the same place but in another layer. Something along the lines of ctrl-x and shift ctrl - V to paste.

to achieve a "paste in place" operation.
you can make yourself 2 custom buttons, one to copy, the other to paste, (see pict.)
how to use them :
- a) first "define" (surround) the part of the drawing you want to copy/paste,
by using one of the selection tools (f.i. the freehand selection tool),
- b) click the "select2spare" button (or use a shortcut),
- c) go to the frame where you want to paste (in the same layer, or in an other layer),
- d) click the "spare2front" button (or use a shortcut), that's all.
you can repeat c) and d) if you want to paste the same part into different frames.

create and name these 4 buttons :
- a) [Pan X-] with action = [command : tv_Panning -1 0 0]
- b) [Pan X+] with action = [command : tv_Panning 1 0 0]
- c) [Pan Y-] with action = [command : tv_Panning 0 -1 0]
- d) [Pan Y+] with action = [command : tv_Panning 0 1 0]
then "ctrl K" and assign these actions to the keys you want.
now, you can roughly pan your current layer with the pan tool,
then pan "pixel by pixel" accuracy by pressing one of your assigned keys!
(holding a key pressed works step by step, slowly, but it does!)

I never know how to use the Spare page properly, so it's refreshing to see a good use for it. (I'm sure there are MANY good uses, yet I'm still ignorant to them...)
As well, the nudging keys: you got me there. I always love being taught new useful script commands.
I still support MrChoy when he suggests these functions should be embedded in future tvp releases - they are practically essential.
