So, on a whim I installed the 64 bit k-lite codec pack:

Now if I change the extension on an .mp4 file in Windows 8.1 64 bit, to .avi -magically, I can import mp4's into TVPaint 64 bit with audio!
Now if I can only figure out how to ENCODE h264 or mp4 from x64 TVPaint. A true goodbye to Quicktime!

So why can't TVPaint encode 64 bit .mp4?
