Additional Layer Up and Down options

I'd like to be able to jump to the next visible layer and skip the layers that are off ( and/or locked)
we now only have
Go Up
go Down

To improve vertical manoeuvrability in the layer panel please consider adding these functions:
Go Up to next Active(& unlocked) layer
Go Down to next Active (& unlocked) layer

Go Up to next active layer in the group
Go Down to next active layer in the group

it looks like these commands could be made by george-scripting them,

A while ago I made these buttons to go up/down layers while skipping the locked ones. I use these all the time
