Okay, the bug is 64-bit specific, and not related to Mavericks. However, the bug is not here in the 32-bits version, so you should use the 32-bits version until a fix is available.
Alternatively, if you want to use the 64-bits version anyway, you can also resize the window after you type the text : the interface should redraw itself.

If your team is using an older version of OS X to build your code, re-sign your app using OS X version 10.9 or later using the codesign tool to create version 2 signatures.
Apps signed with version 2 signatures will work on older versions of OS X.

Will be OK for TVPaint ?
I think that this will only be the case for the softwares that are distributed via the App Store, which is the way most of the Apple softwares are distributed.
As TVPaint is not available in the App Store, I don't think we will be impacted by this change, but I will definitely inquire for more information tomorrow.
