Hello everyone reading this.
Since I had downloaded the demo version of TvPaint I've had some problems regarding pen pressure and the brushes in the program. They seem to have the same weird texture and sometimes it wouldn't pick up if I pressed harder on the tablet screen or not. I noticed that it would only work when another program 'Manga Studio 5' had similar 'symptoms'. To make it work I had to plug out the graphic tablet and put it back in again, but then I got the same problems with TvPaint as usual. I already tried playing around in the options menus of my tablet and in programs themselves. TvPaint only functioned like it was suppose to one or two times, seemingly at random. I don't know what to do anymore, so I hope that anyone can help me.

The texture you see is caused by an active paper (this particular paper texture is called Bozo Large)
make sure to disable paper, its the second last button in the main panel.
to open the paper panel right mouse click on that same button or open it via the menu : Windows>drawing>Papers
