In the FX Stack > Stylize there is a Grain effect (also a "Noise" effect) . Can you shown an example of the look you are trying to achieve , when you say "a 90's look" ?

I created my own film grain from some image I've found (somebody had scanned in some 35mm gray image). The image was large, 4400 x 2900px, I used the keyframer to place it differently in about 10 frames, then I duplicated those and mirrored them. Now I have a loop of 30 frames which is good enough since nobody can spot any repeating structure.

OK, that's not grain. That's blur plus video artifacts. I think there are plug-ins for video editing software out there which can emulate this in one go, but in TVP you have to do it bit by bit.

1. Saturate the image.
2. Blur the lines.
3. Maybe duplicate the image, translate it horizontally, and put in on top with about 10% opacity.

Other possible treatments:
- over-sharpen the lines, then blur again

Or just record your image on VHS and digitize again.

You could also try using a very lossy compression setting when exporting the video.
or upload the video to Youtube and let it compress it to death and then download the result.

If it is just a still image that you need use a low quality jpeg setting.

That would be the most reliable way to achieve the look you are looking for. Retro styles require retro equipment. A friend of mine - a composer, is using old tape recorders to achieve the sound quality of the 50s -same here.
