I always work in inter face full screen(v) . And have short cuts for selecting camera and returning to last tool. so for me to reach to display is actually a more complex thing than going to the camera tool. which I do all the time. The major reason to put it by the camera is simply that is is logical. and because new users can't find it they simply will not use the camera tool because they have the same experience as sewie. But why not put it both places. becase it refers to the camera and to the display. so in a way it is logical. you can toggle it both places.
