yes it's true that it just slow the flow if you always have to place the freshly cut part of your drawing and I bet that it will be fixed soon.

the reason has to do with an interface problem

it jumps because your penpoint remains at the same position but the function of the penpoint changes.
as a brush the penpoint holds the brush pivot
but in rotation mode the penpoint holds the rotation handle
and in size mode it holds the scalecorner.

its a tricky problem

i you want a penmovement to control rotating and sizing what happens with the pivot point? something has to move!
