Doing animation and integrate a video on 2D layers = > ok

But mapping it on a 3D structure is not possible, at least in TVPaint.
To do so, you would need a 3D software.

Seems to me that has nothing to do with software per se and is a multimedia presentation requiring both audio and video hardware. You can use anything to make the animation and the music.

"Projection mapping" is nothing but projecting something onto an irregular surface, preferrably with the content taking advantage of that. Just a buzzword.

I was just curious to see an example of the projection mapping.... Interesting.
I once tried to learn Blender 3D, and I believe it is quite capable of doing that...
