But you're only selecting the area of the cat for the transform, so the other two characters on their own layers, who are outside the area you selected wouldn't be affected by a group scale transform, would they? Could they?
Secondly, if you want all three of the instances of the cat, on its layer, by itself, to be scaled, you should select the first instance of the cat layer, scale that as you want, press ENTER, then Undo the scale operation, then select the three instances/frames in the timeline and press enter TWICE to re-apply the scale to all three instances of the cat.
Also, I think if you were to select the area to include all three characters, and then scale all the layers as a group, you won't get what you want, ie, each character scaling in place (their chairs). You'll get them all scaling outward from the common center of the group selection which will push them away from their original locations.
As always, the area of selection, the frames of selection and order of execution matters.

This is all good. Thank you. I did not realise that by selecting the cat with the lasso, it impacted on the rest of the function. Also, making sure all the layers in the group are the same length is a good tip. So, yes, a picture is million words... Thanks again all!

As a TVPaint user, using Selection tools is a "bad Photoshop habit" (no offense) : in most cases, selections are not necessary in TVPaint. =)
