I think the place for the describtion and the way of using a lib-picture as a guide is correct. It is one possibility of what can used as a guide. So it is more a function of the guides as a function of the library. But a short link (hint) at the lib-manual would be helpful, indeed.
If I have understood correctly the use of color palettes with the library, it is just a normal picture (JPG, PNG) stored in the library and the user is able to pick colors from the library with the color picker tool (pipette). It is like in the "good old times" where you made your color sheet with paints on a paper sheet and it is not like using digital color swatches in the color palette window.
(Or there is something more I also don't know of.)

my 2 cents : you can also pick a color from any image guide (like anywhere in the interface).
