Well, it is not really a bug... this is... quite old function that did not follow the evolution of the interface (there was a time, a long, long time ago, drawers did not exist and hitting F12 just hide everything but the drawing space)

[...] Before TVPaint 9, drawers and "project tab" at the top did not exist and all drawing spaces were floating. Now, it's kind of mix of new features (drawers and tabs) and old behaviours. We are aware of this, but this is damnly complicated to fix this, without taking the risk to destroy the rest.

Do you remember my metaphor about changing rusted pipes and tubes in an old house ? We are in the same problem here : we must blast the old house and re-build it.
But, again, if you just miss Control bar / remote when you hit F12 to hide panels, you can open an extra Control bar / remote that includes the same features :

Oh no, I have the same problem from.... 2015.

I looked everywhere but I can\t find the little icon on the top left David_fine was talking about.
I've attached a screenshot of my current workspace.
How do I get back the control bar/ that bar that has the rotate icon, and mark in/mark out buttons?

You have fallen victim to the dread Inlay View . Under the View menu , make sure that Inlay View is NOT checked.

See attached screencapture movie showing how Inlay View can happen. (also how the Preview/Play bar will disappear at times if you press certain buttons).

Inlay view is actually a nice way to create a bit more screen space for your work area.
... to remove some UI clutter
I always have it ON.

Just know that all the buttons that are in that bottom bar of the project view are also to be found on the remote panel.

Thank you for the tip, Peter. When I was searching around the interface I briefly looked at the remote panel but decided it wasn't what I was looking for since it didn't have the rotate canvas icon, but good to know that everything else is there!

you can rotate canvas using the CTRL key together with Alt
default keys:
ALT + LMB = panning
ALT + RMB = zooming
ALT + CTRL = rotating

Oh, yes, I should have mentioned that if one intends to use the Inlay View it is useful. The problem is that many people unintentionally activate Inlay View and can not discover how to deactivate Inlay View. (that is why I called it "The Dread Inlay View" , which was meant to be humorous , but probably overstating it !)

And since 11.7.1 Panning/Zooming can also be controlled by assigning a shortcut to the SPACEBAR, so that Pan/Move is similar to how it works in Photoshop, Harmony, and other animation apps. Rotation continues to be ALT + CTRL.
