From what I've seen on my computer, among Youtube codecs :
* H.264 (Mpeg4 AVC) works
* VP9 works with TVPaint 11 but not on TVPaint 10.5
* H.265 (AV1) doesn't work
* H.264 (Mpeg4 AVC) works

None of the types of video you mention 2 posts above will work on TVP 10.5.7 in 32 or 64 bit on either of my machines.
I've been using Sorenson's default settings for Youtube output, which are shown in the below 2 images. It shows the many settings available for Sorenson's output. Not shown in the screengrabs are the available flyout options for "Codec" and "Method". They are..

Method Flyout Options: 1 Pass VBR, 2 Pass VBR, 1 Pass CBR, 2 Pass CBR, 1 Pass CQ, Multipass, (Not all "Method" optoins are available for each Codec.)
Maybe I need to install additional 264 codecs.

Sorenson Media is a really old set of codecs :

Still, your issue may be related to the fourCC header, aka the codec ID that is embedded within the video.
Sorenson Media is said to use specific fourCCs "SVQ1" and "SVQ3" for their encodings. Not sure about the other codecs you mentioned.
For a H.264 video track, the standard fourCC would be "AVC1".
All the samples you provided have their codec ID set to this value... and everyone here, who tried to import the videos, seemed to succeed.
You might use a fourCC changer. But not guarantee, and you do it at your own risk (better have a backup of the files).
In any case there is no need to fiddle with the codecs on your system : TVPaint doesn't rely on any external codec.

Thanks Xavier, I guess there could well be a Sorenson-specific issue but I think the problem is broader than that. I've never been able to load any video from any source into 10.5.7 on either of my computers.
For example, here's a link to a set of generic (as far as I can tell) MP4 Test files which I unearthed with a Google search: https://file-examples.com/index.php/sam ... mp4-files/ There's an HD file there. It plays on my Windows 10 computer, but it won't load into TVP.
Could it be that we need to look more broadly than Sorenson to get at this issue?

EDIT: I had a Win10 VM, so I tried installing TVPaint 10.5.7. You're right, the videos cannot be imported. Some dependencies are missing :

Which means basically that TVPaint 10 is not compatible with the new Windows versions.
Sorry, please upgrade to v11. Or else try on MacOS / Linux.
