kidding aside, to get a usefull answer you need to explain what you want to achieve
as with any tool it has to fit the job. So what job do you have in mind?
The term animation is much too wide, and does not tell us anything, there are dozens of animation techniques and an endless number of styles
If you are interested in handdrawn "traditional" 2D animation in which you'd like to express a personal style then there are few, if any, programs that can beat TVPaint
the drawing you added would be very hard to animate in a traditional way, it is too highly rendered, with too much detail so it cannot* be drawn frame by frame.
if you want to make an animation that llooks like that you'd have to consider a digital cut-out animation software like Moho or Toonboom.
(* well off course it could be done, but not in a way that you'd be able make some length and also have a life)
