How to do 2 D animation on top of 360 scene?

I just recently watched this video on Facebook from Disney.

I am so amazed with the technical part of it. I wonder if anyone know more about it and how to make something like this? Obviously, I am trying my luck here :).

The scene is build in a 3D software and probably used as a flat background for the hand-drawn animation. You can also use a 360 grid similar to this

But I guess this subject is way to complex to explain it here completely.
