Is there a convenient way to create a camera move on twos?

Imagine I had a large background image, a camera moving across it, and a character animated walking across that background too. The character is animated on twos.
I'd like to have the camera move 'quantized' to twos, to avoid the jittering that comes with the use of two different frame rates in the sequence. I thought I might be able to get this result by changing the camera's Parameters > Frame Rate value to 12, but when i preview the scene it seems not to have made any difference.
Is there any way to achieve this in TVPaint? Or alternatively, what workarounds have you found helpful?
