Linux: Custom stylus buttons not working when set by xsetwacom

OS: Ubuntu 16.04 LTS 64-bit
Hardware: Lenovo X200T TabletPC (Wacom penabled)
TVPaint Pro 11.0.6 64-bit
The "Wacom tablet" control panel in Ubuntu doesn't allow you to map the side switches of the tablet pen to keystrokes. I have an old Axiotron Modbook stylus with dual side-switches, and like to make one switch for right click (as per usual functions in TVP), and the top switch to the key "F", which I use for Flips.
In Linux, one can override the GUI control panel and set the switches using the command line utility xsetwacom. I set the switches this way, and in the OS they appear to be working as set. When I hold down the top switch, it types "fffffff". However, this input is not detected in TVP. The top switch appears to have no behavior whatsoever. When I open the Shortcuts menu and press the switch, no key is activated.
Can anyone advise?
