I know the Library is, by design, limited to a project file. But is there a way to make it work globally so the Library files can be accessed by any project, including new projects?

There's no way to make the Library work globally.
At best, it should be doable to copy-paste an entire Library from one project to another with a George script, using the commands listed in this post, but you would have to run the script this every time you create a new project, which would get annoying quite fast. And if you modify the Library in one of the new project (by adding or deleting new files), you would have to copy-paste it again to the other projects

if a library is only local to the project you might just as well put the images in a layer or clip.
only a global library can truly offer advantages to bigger projects: using the content for: Modelsheets, color palettes, and references
Maybe its not possible with the current set-up but it think a way should be found to make the library work globally. see also this discussion

Ok, thanks, guys. I was afraid of that but it's good to hear this confirmed. I hope the library can be improved to accommodate global usage in the future.
