Cant open tvpaint after reformatting.

Hi,

I had more computer reformatted and just got it back. I have my dongle correctly in place, but it tells me it's not recognizing it or I have exceeded the number allowed.
I'm the only one using it. Any suggestions on how to fix this problem would be much appreciated.
