I received an error message that I've never encountered before. The message said:
panic:Cache File bad size (4096-0117572351)
I received this message when I was trying to load a .mov file , 9MB in size , 1280 x 720. So not a huge file , but after the error message popped up TVPaint was frozen
and I had to force quit.
What does this error message about "panic:Cache File bad size" mean ?
.

Apparently, it's an I/O error on read. The size of the cache file is different than what is reported. Is your filesystem ok ? it can happen when a filesystem is corrupted.
Does it happen each time you import the file ?
