How to stick a layer onto the camera (like a filter) ?

Hi :-)
I found this thread (http://forum.tvpaint.com/viewtopic.php?f=11&t=10735) but I can't download the files attached to it :

And as it's dating back to 2017 I was wondering if there has been any update on this feature.

Here is my situation (in case there are alternatives) :

I've set up my animation on a very wide image in order to lay it out as if it was on a scene : I prefered having a camera pan rather than a multiplane camera parallax because the character doesn't walk in cycle (it needs to be erratic).

So my camera is panning east while the character is moving forward in order to follow the latter.

I've also got a forground layer acting as a part-screen filter :
- the gray fill covers about 4/5th of the camera screen
- the layer is on "colorize" mode : every colour is turned into a gray nuance.

The idea is having a coloured background turning gray scale as soon as it enters the colorize area.

So I need either :
►►► To copy-paste the speed profile from the camera into a keyframer FX in order to match exactly the movement of the camera within the colorize layer (is that possible ?!?!)
►►► To stick the colorize layer onto the camera (which is th main question)

Any info ? :-)
