It won't let upload .MOV file to Twitter, Enocoder Bug?

Is there an encoder bug? For some reason it won't let me upload to twitter, even they do say they support .mov files. I tried .MP4 but the quality seems horrible, .mp4 endcoding in mpeg-4 is also creates an upload error to twitter.

Is there a way to improve video quality of the video to Twitter? How come I see some other videos on Twitter are crystal clear. But anything exported to TVPaint to Twitter the video quality is terrible.

Twitter has changed the supported file formats lately, you can only post MP4 now.
I've used FinalCut so far, it creates an MP4 file with H.264 codec, which works.

I don't use twitter because, except the occasional WTF?, my thoughts are deeper than 140 characters, so my help is limited...
But a quick search gave me this (

What video formats do you support?
We currently support MP4 and MOV video formats on mobile apps.
On the web, we support the MP4 video format with H264 format with AAC audio.
You can upload videos up to 512MB, however you will be prompted to edit videos to 2 minutes and 20 seconds or less in length.
1) quicktime is only supported from mobile devices, not from computers...
2) I don't know the codecs used by TVPaint, but you certainly have a way to check which are used in your videos.
